John, John, John. That tool is a holdover from the thirties, and should have been retired then.
Since you've already done it, IF you cut below the existing ridge, into the area of ring travel,
and depending on how much of a step there is(.001 isn't much, .005 is) you could have just a reduced
life on your "rebuild", or you could break a ring/piston, and cause yourself all kinds of grief.
The ring has very little velocity at that point of the bore, but has tremendous forces acting upon it.
My opinion: Bite the bullet, bore em oversize. A block with a ridge is worn out in my eyes, and needs
new parts TO GET ANY LIFE AT ALL out of a rebuild.
