A front spoiler will help keep air from going under a car, and will start working as low as 35mph(per a magazine article). That can help with wind resistance. The best example I know of is the Monte Carlo SS of the early to late 80's. They are big compared to many cars on the road but they have less wind resitance than some smaller cars because of the front end design, especially the spoiler. Next time you see one look at the front end. It's got a big spoiler built right into the design of the car.
