The filler neck bolt heads are under the cap...you may be able to "just fit" a wrench (3/8 as I recall) under it to remove them. Otherwise you might try "vice grips" from inside the trunk (grab the bolts near the end of the threads and turn them out)...plenty of 'penetrating oil' (and LOTS of patience!) will help out here! From there any qualified locksmith can match a key to the lock for you.
