Wierd! Lower control arm ....

Well, my tires were wearing VERY unevenly (towards the inside) so i decided to adjust the lower control arm. Well, before i did that, i pulled the control arm out to see how the bushing was doing. Anyways, since i put it back in (and torqued it down ...a LOT), every time i go over a bump it hits the control arm hard enough to move it. I can go over a good sized bump and get the control arm adjusted all the way out...i.e. wheel is at a 100degree angle (top of tire is facing towards center of car). What's wrong? Any ideas? I used my huge (3.5') breaker bar to tighten, it still moves. Should i just get a new bushing? Has anyone else had this problem? Could it be because my tires are already so worn on the inside?
