Well, I found it! It's bolted to the top of the steering column, close to the firewall with two screws. I pulled it off and checked it, it works (according to my voltmeter and wiring diagrams) but for some reason still no voltage to the backup lights. Now I'm wondering where the wire is routed from the switch to the backup lights. Oh well, the diagnosis continues!
