It's just a mechanical arm that reaches out to read the information off of the hard disk. Imagine a CD type surface (stacks of them) with individual "record player" type readers....that's what a hard disk is (except it uses magnetics rather than surface grain). So what's happening is the motor for the arm is worn out so it can't gather data. All they will do at wherever you end up taking it is to put a new motor on the "arm". You may also need some new bearings, etc., if your drive is really that old....
