first thing is I have never heard of retorquing a head after the motor has run, but I dont know everything. As for the gas mileage I would instantly suspect a bad carb float or needle valve. Sounds like it is dumping gas into the cylinders? Is it ever running poorly??
: What kind of mileage did you get before the engine was rebuilt? Check your carburetor settings to make sure its not running too rich. Also check your ignition timing. Make sure the two vacuum lines that connect to the advance thing on the distributor are disconnected and plugged. Then set it to about 10-12 BTDC. I used to get about 11 mpg. I upgraded to an Edelbrock 600cfm 4V carb and Performer RPM intake and if I keep my foot out of it (very hard to do) I get about 14-15mpg with a mix between hwy and city driving.
