If you mean engine exhaust emissions controls (spark&timing controls, EGR, trans shifting, etc.) it's as early as '72 for CA models. The sixes were especially filled with switches and sensors for that purpose.
Does it make it complicated...yes and no. If you have the factory manuals it's a lot easier to work on , if you're not familiar with any of the "workings" under the hood it can be quite intimidating ( vacuum hoses and switches seem to be everywhere). I'm sure we here on this board can offer LOTS of help and encouragement.
DISCLAIMER...Big Brother says it's illegal to..."tamper with or alter any emissions devices as installed on any 'on road' vehicle..." that said, if you state doesn't require inspections...lose it...it kills performance on these "old" engines.
