Having just pulled the dash from my '76 Maverick I can tell ya it's one of two places:
#1 From around the windshield gasket. I've pulled my windshield and gasket (to install a replacement) and noticed rust around the windshield area, not bad, but enough to keep the gasket from sealing tightly. Cleaned it, treated it with rust remover and problem solved. I've also noticed a crack in the rear window gasket that will require replacement.
#2 Your heater core could be bad or the hoses going to it might be leaking.
One sure-fire way to tell is to examine the liquid, does it have anti-freeze in it? If so it's the heater core, if not, probably a winshield gasket leak.
