I have a 69 1/2 3 on the colum which did the same thing. My father in law who bought the car new said there was a pin in the steering colum that broke and he always had to take it to the dealer to fix. Me being the what the heck I'll take it apart and find it person I am pulled the steering colum which is only a handfull of bolts and a steering wheel puller. The hardest part is the little gromets that connect the trans linkage under the hood. I took everything out and even took the linkage section at the bottom apart.(there are 3 or 4 little quater or 5/16 sheet metal screws at the bottom of the colum that hold it in) They were full of old hard grease so I cleaned them all up, fresh grease and put it back together. As long as you take your time and look closely at the orentation of the parts it is really not that complicated and after putting it back together it seems to shift fine.l also did not find a broke pin of any type in there.
