I had a similar problem when putting my 70 Mav back together. I tracked the problem down to a ground wire that wasn't connected. In my case it was the ground connection on the driver's side of the radiator support. You might want to pull the screw that attaches the ground wire and clean it and the surrounding surface with some emory cloth or see if the wire cracked.
Both the turn signals and the brake lights are messed up.
