I Had this problem once. I will give you a few possibilities.
1) Your heater core is plugged. The best way to replace this is to get a new one, about $50.
2) If you have A/C there is a vaccum valve near the fire wall that is broken or not getting vaccum.
3) If you don't have A/C the cable controlling the the direction of airflow over the heater core is broken.
