If you have some time...I would pull the fenders and seats out. Clean up everything under the fenders and around the cowl vents. What I'm gonna do for now on my floor boards is just epoxy some sheet metal to the floors, and carpet over them when I have the time to get to the cowl vents. I discovered that when I pulled my fenders off, somebody had bondo'd all the rusted areas, but they never got all the way to the cowl vents. Eventually the rings on the vents fell threw my heater ducts, along with alot of dirt, leaves, and rusted metal pieces.

Most important thing to do is fix the cowl vents, and make sure you don't have any water gettin in the car. Then you don't have to worry about the problem getting worse, and you can take your time repairing all the rusted stuff.
