I've never come across one on my car, but those who didn't find one under the front seat can try looking in other places around the car. From what I've read, the build sheet was a set of directions for the assembly line workers that moved with the car down the line. At each station, the worker looked at the sheet, and picked up whatever part the sheet specified (so each car was assembled with the proper set of options for that particular car). At the end of the line, the last worker to handle the sheet could have done anything with it. I've even heard stories of cars having more than one sheet--from several different cars! Your particular car may have one, many, or none, and there wasn't necessarily any one place the sheet could have been placed. It depended on the whim of the individual worker.
