Could be slightly warped drums.

Mine does the same thing. Either that or there are hot spots on the drums. Replacing them with discs might do the trick, but you might want to go with new discs. There is an article in this months Sport Truck on a 60 something Chevy truck's brakes. They replaced the pads with kevlar ones, and mentioned something in there about "Hot Spots".
