That box could be the seatbelt/starter interlock system used in 1974...In case you're not familiar with it, basically if you didn't have your seatbelt on, the car wouldn't start. There was a box under the hood with a button to override the system for 1 key cycle in case of a malfunction (you could start the car,but you couldn't just put a piece of tape on the button to permanently disable the system..each key cycle required a push of the button).
I have never seen a working example...most have been bypassed over the years....I had the remanents of one in a '74 Comet I owned.
