I don't know where you can get them or what the torque should be, but the copper washers are used as a seal around the bolts to keep the diff fluid from leaking around the bolts/nuts. The copper used for these washers is referred to as dead soft copper and makes a good seal when compressed. That is why you see copper washers sometimes where your brake line attaches to the caliper. They also make head gaskets, header collector gaskets, and others out of copper.
