Open the secondaries after opening the primaries WOT. CAR NOT RUNNING!!! Then spray the secondaries with some carb cleaner. It will run at high idle and richer if the secondaries are stuck open. This is where the rich exhaust and black smoke is coming from. You might also want to just pull the carb, that way you can get to the bottom easily.
There is a screw on the passenger side for adjusting the secondary butterfly. Make sure the linkage is dropping all the way back to the stop. You also might look at the float level. Make sure the float isn't stuff, or has a hole in it. Might just be the needle and seat. Could be a few things.
