the idea is to get fresh, cool air from outside into the engine, instead of the hot air under the hood. The cooler the air/fuel mix is when it enters the engine the more power you get. It also does help cool the engine temp a few degrees.

: It allows more air to flow to the carb. It also helps with cooling.
