Almost all primers are porous & are not designed to be used as a top coat. Self etching is better protection than a filler/primer but still will not keep the surface rust away, especially the kind that come from spray cans. If you must keep primer on your car for a while you can get a can of clear spray paint & put a coat on the primer. It will seal it & give you better protection. It will have to be sanded off before you paint, but then you will want to use a good filler/primer & wet sand it before you spray anyway.
