: "Heat" is supposed to clear up water and I guess it's ok for small amounts (like Arco gas) but in Your case I would think that draining, removing and either recoating or better yet replaceing the gas tank is the ONLY way you're going to solve this one... even with the water gone you'll still have the rust problem..
