From what Iv'e come to see, the D.O.T. has the final say as to what will be legal countrywide for lighting in relation to the power of the high and low beams (45/85 watts) etc and what lamps are approved.
The manufacturers get the D.O.T. approval for there cars then the simple rule applies that if the car is equipped with other than factory type then its not legal. This then becomes a state inspection issue.
Most of the time no one pays attention and we get away with it like a lot of things we do. Its when somthing is done that gets the law's attention that we get stung.
When installing any lighting that will be bright, take time to aim it so as not to blind the oncoming driver. There is often what appears to be a young people that slaps lights on his car just because there cool looking
and blinds everyone because there aim is just guessed at. Not trying to ofend but!! That other driver might end up smacking headon and the results of that (ain't good).
As far as other colors go like red, blue, green,etc thats most often dictated by the states and what may be legal in one state may not be in another.
One place to look at the DOT approvals is JC Whitney cat. as well as the lamp mfgs.
