There are.....additional.....reasons why brake proportion is engineered using these medthods.
There are many perameters to consider as the following,lining coeficent of friction,tire size/traction ability,weight tranfer upon braking and some others.
These then determine rotor/drum size, lining area,master cylinder size and power assist if used.
Sooo when we do brake changes there should be some attempt to arrive back to some semblence of front to rear braking balance.
If its off a little, there is a possibility of installing an after market adjustable valve and can be found at places like JEGS,SUMMIT and other sellers.

and yes there is some small fluid frictional losses over a longer run of line as well as the mass of the fluid but is of no consequence in auto brake application.
