Yeah, it's low, but on a 400 cube engine, those stock small port heads are a real killer. So is the stock compression ratio.
These simulations never give you an accurate result. Too many other variables at play, but what they do point out is that an airflow and CR increase on an engine this size has big benefits. Moreover, the torque curve on this thing is huge below 4000 rpm, so peak hp is not this engine's strong point anyway, at least not with the setup here.
