The only reason you would want to adjust the bands is if, when shifting from gear to gear, your transmission a) has long, drawn-out shifts or b) has hard, neck-snapping shifts. Ideally a transmission should shift quickly and with as little drama as possible.
Just some quick tips if you decide to do it yourself: If your car is shifting strangely from 1st to 2nd, you'll need to adjust the band towards the rear of the car--tightening the bolt with the square head (loosen the nut while you're adjusting it, then tighten the nut to hold the bolt in place when you're done adjusting) will make it shift harder, loosening it will make it shift more softly. If it's shifting strangely from 2-3, you need to adjust the bolt towards the front of the car (same as above).
If it's not shifting well and you don't feel comfortable doing it yourself, take it to a transmission shop. It'll cost about $25. If it's still shifting fine, there's no real reason to get the bands adjusted.
