Cleveland is a bigger block. Produced in 2 barrel and 4 barrel
form 70-74. Same motor in 71 BOSS 351 Mustangs w/ lots of H.O.
parts. Basic block design was adapted to the 351M(modified) and 400
engines of the early 70's to mid 80's passenger cars and trucks.

Windsor is more like the 289/302 small block fords being smaller
in dimension. Heads for the 351 Windsor are similar in design
with larger valves than the 289/302 engines although intake manifolds
are different.
The biggest difference(advantage) between the Windsor and Cleveland
is the cyl. heads. The Cleveland heads are the same design as the BOSS
302 heads in canted design. There are conversion kits for putting
CLeveland heads on small block fords (289/302/351 Windsor)to take
advantage of the high performing capabilities of the design.Aside from
that, there are not any major interchangeable parts in the two 351's.
