That one concerns me, From everything you describe I PERSONALLY think even $1000 is too high. There are better Mav's out there for a lot less.

Master cylindar or worn drums/discs. A complete break job will cost you upwards of 4-500$.
Could also have ilder/pitman arm problems.

Keep looking, (have you checked the clasiifieds yet here?) you can get a better car for your money.
Mavericks are excellent "beginer resto projects/daily drivers" and you will not find a better place for advice than here.
