If the flashers work, I would take a look at the turn-signal switch itself. Obviously the wiring from the steering-column down is correct, since the emergency flashers use the same circuit as the turn signals. If the piece is bad, you'll need to pull the steering wheel and remove the entire switch unit, which has the flashers and everything built in. It's a fairly simple plug and unplug deal.. just 4 screws and a wiring harness plug to remove. The hard part is finding a good replacement switch that doesn't have the plastic "cam" broken off.
