The 351-c means Clevland (Ohio production plant, W means Windsor (Ontario Canada plant, M designation is not for production location like the others but means that the rear of the block was changed to bolt up to other transmissions during the 70s and early 80s. You can see the the differences looking at the valve covers. They are wider and have more hold down bolts also the water pump housing is part of the block unlike the 302 or the WINDSOR. Intake manifold is not interchangable nor are crank,pistons or rods.Head config. is totally different. The C engine was only made in 351 disp. while the M engine was made in both 351 and 400 cu/in size and found in both cars and trucks of the late 70s. There are various modification that have been made such as fitting the C and M heads onto the W block but this is getting out side your original question. These engines are still considered in the small block family as opposed to the FE series which were sized frome 332,352,360,390 etc are considered as big blocks partly because of there physical size and weight as well as the 410,427,428,429 and 460 motors.
