Could be several problems, blown power valve, jetting too big or too small, need to go bigger on squirters. First thing I would do is check the clearance between the pump rod and screws. Just for trial, tighten up the screws on both pumps so that there is some play between them and the pump rods. This slows the initial charge of fuel to the squirters. Holley's take considerable fine tuning to work perfect. There is a fine Holley book available at the speed shops, that tells all these fixes. Throttle shaft tight in the base plate? If this is a used carb, they are notorius for being worn and causing problems. Can be rebushed though. Keep eliminating one thing at a time. Hope this is a little insight on the way to fix it.
