I used my 250 springs for awhile but eventually they gave out; the 1973 springs might be better. I upgraded to 302 springs and it now rides & handles much better.
I don't think you can use a column shifter with headers in any way. Dual exhaust is not a problem with a tranny crossmember and any exhaust shop should be able to handle it. -CP
