New Jersey has had tight emission standards for a long time. Your best bet is to get "classic car" status. In NJ you can get this for cars over 25 years old. With this status, you NEVER have to go through inspection. The downside is that you're supposed to only use the car for shows, parades, cruise nights, etc. The cops really don't hassle anyone on this though. The upside is that you can then apply for collectors car insurance - which cost a fraction of what regular insurance costs.

Your other option is to find a "friendly" service station and have them do the emissions test for you. It'll cost you a few bucks, but they'll usually let you (or you can let them) adjust the carb to get the HCs and NOXs in line.

Good luck and wait till they bring on board the new dyno-emissions test that the initiated here last year. You talk about suck, this billion dollar fiasco is unbelievable. And just remember, our governor (Slim Whitman) will shortly be in charge of the EPA!!!!!
