In Colorado, if the car came with a Cat it must have a cat. You can't change the cat yourself and you can't just change a Cat. You have to have a certified person state that the cat was bad and needed changing. In CO, if your car is old enough to have a Collectors plate 24years or older, then you can get one that lasts 5 years, BUT, you still have to maintain emmissions testing. Here you are tested every 2 years. Your car would be exempt from the cat part here but you would have to have all the other stuff, the charcoal canister I think was on yours. ETC....
I think the best thing to do would be to go to a shop that repairs emmissions and ask them. Here in CO if you have a car that is older than I think it's 81 then you can go to a private testing company. The company can only test and the repair places can only repair. The guys that are repairing will tell you more. You tell them that you want headers and dual exhaust and they will tell you if you can. I bought mine because here in CO where the laws are really really strict, you have to have an older car to get past emmissions. You should be okay if I can get away with it here. We are pretty close to the strictness of CA when it comes to emmissions.
