It is different in various states. Here in Pa. the classic plate starts at 15 years old. There are several other plates such as antique, hot rod and collector car. There are also other special plates depending on the needs of the car and owner qualifications.
Currently our emmisions law is in suspension and my 73 with classic plate only needs regular inspection in any event.
This info does not help you much but to give an idea of what in being done in general.
