Everybody is correct with the timing info. These cars being old now can have a problem with the front crank balancer. The outer ring is mounted in rubber and has the timing marks. If this outer ring rotates due to the rubber going bad, the timing according to the marks will no longer be accurate. If the timing procedure is followed and the engine still starts hard or is lazy the TDC mark will not line up with the pointer when number one cylinder is up to TDC. Then the balancer must be replaced. The timing can still be set to run ok by observing how much its off and making up for this in the distributor setting.
A timing light will be needed to see all of these actions.
