The screwed in pins are aftermarket. Probably the part was replaced at some time & they were used at that time because all factory ones are welded. Anyway, the easiest way woild be to use a little body filler. It needs to be put on clean bare metal, but be aware that this stuff is like a sponge & will absorb moisture & cause rust. So you have to seal both the outside & inside of the patch to keep the moisture out. It is not recommended for hole filling but will work quite well. In my younger years I used it to fill more holes than I care to admit so I know it works. If you ever decide to put a new paint job I highly recommend removing it & welding or soldering up the holes.
