: Use early 351's with 60.4cc chambers 1.84/1.5 valves. You must buy a inexspensive head bolt bushings for use of 7/16 head bolts with 351 heads. Available from Edelbrock etc. Your 289 heads are 54.5cc so you will sacrifice some compression ratio but if you have the heads milled, and the block decked, it should help. Will e-mail you copy of Ford head chart giving all this info in choosing which head to use.
