check that "surface Rust" real close, old cars like Mav/Comets it's not usually just surface rust. Wire wheel, air driven, works real good. Wait until you start removing undercoating, IE roadtar. Paint with a good primer and undercoating paint.
Headliners are to bad, usually a two person job, plus all the interior trim you have to remove, label it.
Wheel wells and shock towers you'll probably have to get a donor car and use them.
