I have had good luck with Dupont vinyl dye mixed at an automotive paint supply. i used it on a 66 f-100 project about 10yrs ago and it has performed wonderfully. I also had to stip an old vinyl paint from this dash pad. the method I used was to use a glass bead blaster ( NOT SAND )
set at approximately 5 psi. don't hold the blast in one place to long as the friction from the blasting will cause the dash pad material to melt. it is best to use a waving sort of motion. Then clean the dash pad with tri-sodium phosphate ( it's a heavy powdered household degreaser and the only substance that will remove silicone protectant such as Armor-all and does not damage vinyl). TSP can be found at a chemical supply or hardware store. this method will work. I have also had good luck repairing my Mav's dash pad and recovering it with cloth. you have to remove the old vinyl carefully with a putty knife taking care to not damage the foam below. any cracks in the foam can be filled with aerosol expanding foam insulation and trimmed flush with a razor blade after it sets up. then cover with your choice of material (cloth works best for stretching around the instument panel area).good luck
