You've got it, they're just exhaust manifolds, except made out of tubular steel and generally much bigger and better-flowing than cast exhaust manifolds. Also they generally fit poorly, mostly because they are made to fit several different applications (Mustang=Maverick for most companies). A set of headers is usually one of the first steps toward performance, especially for Ford Small Blocks, which are exhaust-choked to begin with.
