Feel like I'm getting screwed on my 71 grabber

The insurance man came to look at my Grabber today :-(
Said he would give me $1000 to fix it with the parts I have (using the part I have ) or $1500 to total it . I looked in the CPI book at the bank ,it said that a 71 Grabber in fair condition was worth $1700 , in good worth $2900 in excellent worth $4700. I just redone the interior everything but a headliner,and no rust on the outside other than 3 small spots of surface rust about 3" in size is the biggest spot NO RUST THROUGH any feed back what do you think I should do here ???
