:Guys, this is a separate issue from my rich condition as the choke is opening all the way. In fact it does not work at all it's just open all the time. I know how a mechanical choke works but what does the electric choke do? is it for pull on or pull off? how does it work? Is there a thermal switch to supply 12v to the choke sylinoid?

: In the black housing is temperature sensitive disc that at about 60 degs, closes the lead from the alternator thru to the creamic heater that heats a bimetalic spring that opens the choke. The cap heater or lead from the alternator may be defective. Reason its feed from the alternator is that there is no voltage present at the time the ignition is turned on until the engine starts to turn up enough rpm to generate voltage. This action prevents the choke from starting to open to early before the engine has run enough for driveaway without stalling. (doesn't always work that way in reality).
