I have a Grant GT wheel on mine as well (71 model). At first I couldn't get the horn to work. What I ended up doing was turning the contacts around with pliers because they were worn on the inside radius (making like a chisel shape instead of flat) and the outside was not touching the adapter plate (like you said). Once I did that the horn worked fine. Might not be the same problem, but thought I would share that.
