Like Craig stated, this is a textured metal. When it becomes scratched the only solution is to strip it down and repaint it. This texture cannot be sanded with sand paper because it will leave paint in the crevices causing you to lose some of the texture. A good product to use for the novice would be steel wool or something similar. The paint is not usually very thick unless it's been repainted by someone so it usually comes off fairly easy with steel wool. It will be a little easier to do if you use a powdered cleaner such as Comet or equivelant and keep it wet. Just be ready to prime and paint after you finish this procedure.
