If done right, chrome plating is extremely durable. It's hardness is between 68 and 74 on the Rockwell 'C' scale. To put that into perspective, 440C stainless steel knife blades are usually around 60 on the 'C' scale. Was the bumper like that when you got it or was that done on your watch ? If it was that way when you got it, you might consider asking for a refund. Since chrome plating is usually an immersion process, about the only way to fix it is to have it stripped and replated. There are some places which have the capability to do stylus or selective plating but they are typically pretty expensive and I have never seen a stylus plating job that exactly matched the surrounding plating.
