I had a hell of a vacumn problem also. The easiest way to check to see if all that stuff is working is to unplug each thing with the engine running. Your vacumn advance should reset to normal when unplugged, and thats how the engine should run when hot. The egr cuts off at high speeds by recieving no vacumn from the carb. Unplug that and see if it works better. Just dont let dirt get sucked into the tubes!
