Is there supposed to be something in here? The bigger one that looks like its missing a bolt. I have one on each tower.

I suspect those are alignment opening.. No not for caster & camber, but to insure the tower reinforcement plate is located properly. I'll guess a alignment fixture was inserted in those openings plus upper control arm bolt holes prior to welding.
I'll bet Krazy Comet has two or three of those electronic wobulators. He was just testing our automotive knowledge of the wobulators used in the front suspension of our cars.
I don't own a wobulater but have other signal generators, scopes, meters etc. Should have said it was for the warbling pin. My Comet has all three holes...
