So I started the process of rebuilding my rear drums but when i went to pick up new pads I noticed that the parking brake lever is missing on them, how can I take the old lever off the back of my old drum calipers and put them on the new ones.

The lever should be attached with a horseshoe clip. New ones are provided in the hardware kit.

The new shoes don't come with new levers, you reuse the old levers. There are clips that have to be opened up to remove the levers from the old shoes.

And when you take that clip off, there should be a spring washer on the other side, that is if somebody didn't put it back on. Its for keeping slack out of the brake leaver.
