Well, its come a long ways. I cant get it to start, it gets no volts to the S but has voltage to the I when the key is on and in start.I can jump it over and the starter cranks. I had put a new column in it so I tried the old column and just layed it in the floor and plugged it in still nothing. Its got a new starter, when I had the dash out I didnt mess with any of the wires, the only other thing is that I havnt grounded the parts that go to the lower dash ( grey box with single plug and a groud wire) could that be it.

I'm not sure what should be happening with everything. Where is the neutral safety switch at? It was originally a 3on the tree car, I thing the new column is and auto column.

    Any advice?

PS Doug thats what I called you about

Def. sounds like a n/s issue... the n/s on a column shift car is at the base of the column, and if it's hooked up to the key but not the solenoid you won't get juice at the S terminal. Could also be the n/s switch is not working, had to fix that on a friend's 62 Falcon.

What does it look like? At the base so that would be in the engine bay? What if it was a floor shift column?

No it's inside the car, above where it bolts to the firewall. It is kind of a C shape on top of the column. The floor shift cars had the n/s switch on the shifter arm on the tranny. I converted my car to a floor shift but still have the n/s switch on the column hooked up, because at first I did not have a switch for the tranny, and now i'm too lazy to hook it up. :)

When you find the switch, see if you have voltage on both sides of the switch (don't remember which wire is in & which is out) when you turn the key, there should be 12v there. I am not sure on the routing through the harness to the solenoid, I haven't had to fight this gremlin yet. ;)

You may just need to rotate the lower collar of the column.

You can disconnect the N/S switch and jump across the terminals to test if it fixes your problem.

I took a look at my shop manual and apparently someone bypassed the n/s switch. There is a square plug that looks like it runs down there but has 3 loose wires and 1wire that just loops. That wire is red/blue, another wire is purple, another is white and the last is black I think.

Looks like the Red / Lt Blue wire comes from the solenoid through the firewall feed in to the Neutral safety switch then feeds the ignition switch
