Well I guess mine is also a 69.5 because when I bought the car the guy gave me a another vin tag that matches the one in the dash and the ignition key is next to the radio but on the title it's a 1970. He also gave me a temporary ownercard has the woman's name, address, city, state in service date which is 11-8-69, dealer sales code 47c-202
They will always be titled as a 1970, just like the 64 1/2 Mustangs are titled as 1965. I was a Cougar guy for many years and worked on a lot of them, and I have seen the roof mounted mirrors in them too. Maybe a standard vs XR7 thing. I just can't see why someone would go to the trouble of mounting the roof mirror in their car if it didn't come that way. Anyone else with early cars out there?
Today I looked a little harder at my 69 1/2. Seems that it did at one time have a horn ring. It is just broken off flush with the horn pad. but it still has the glue on mirror.
